SHORT HISTORY OF ARCHIVE
Birthday of the State archive of Primorsky Territory considers on March, 1st, 1923. But the first steps on gathering, ordering, a scientific estimation of archival documents in the Far East and in Primorsky region were undertaken by teachers and the students of the State Far East university who has organized on public principles in 1920 Initiative bureau on creation of the archival commission which carried out of a problem of the archival commission.
In October, 1921 the Primorsky regional archival commission which has existed till 1923 has been founded. Teachers and students of the State Far East university have acted as initiators of creation of the commission - professor A.P. Georgievsky who had special archival preparation, professor A.V.Grebenshchikov, senior lecturer V.I. Popov, professorial grant-aided student Z.N. Matveev and others. All of them have been anxious by safety of archival documents in the conditions of civil war and incessant change of the governments in Primorsky region.
By efforts of committee-men have been surveyed, systematized, described and have passed technical processing archives of office of the Priamursky governor general, Primorsky regional board, Sea department, the Boundary commissioner, local governments, etc. As the archival commission began to publish «News of the Primorsky regional archival commission» for the purpose of propagation of archival business in area, public attraction to business of preservation of archival documents.
On the basis of the order Primorsky provincial revolutionary committee from February, 6th, 1923 (report №35) and according to the decision of Primorsky provincial executive committee from March, 1st 1923 the Primorsky provincial archival bureau has been confirmed, members of the regional archival commission have been taken on the staff bureau.
The further organizational registration of archival service in the Far East occurred in 1924-1926. In March, 1925 the supervising body by archival business in the Far East has been formed - the regional archival bureau transformed to 1926 in regional archival bureau according to changes of administrative-territorial division of region. In 1932 the archival bureau has been reorganized in archival management with submission of Far East regional executive committee and to the Central archival management of the USSR.
By the position confirmed by the central archive of RSFSR from February, 3rd, 1925 «About the organization of Uniform state archival fund of RSFSR» it has been established that in each area and province should be on two independent archives: historical archive and archive of October revolution. Besides, from 1934 till 1940 in some cities military, military-port and confidential archives also have been formed.
In connection with division into districts of Far East edge and formation of the Vladivostok district the Primorsky provincial archival bureau since March, 1st, 1926 is allocated in the Vladivostok district archival bureau as department of Vladivostok district executive committee.
In connection with liquidation of the Vladivostok district and formation of Primorsky area on the basis of the Vladivostok district archival bureau the archival bureau of Primorsky regional executive committee was formed. In October, 1935 the archival bureau is renamed into archival management (Regional archive).
In October, 1938 with division of Far East edge into Primorsky and Khabarovsk edges Far East regional archival management has been divided into two: Primorsky and Khabarovsk regional archival managements.
According to the decision of Organizing committee of Presidium of the Supreme body of RSFSR across Primorsky Territory from December, 21st, 1938 № 61 «About the organization of regional archival management and regional archive » on the basis of Primorsky regional archival management Primorsky regional archival management with submission to it of following regional archives was formed: archive of October revolution, historical archive, military-port archive, confidential archive.
Catastrophic position for Primorsky regional archival management was absence of the free premises necessary for a documents acceptance. Till 1935 when to archival management the constant premise has been allocated - a building of the former Polish Catholic church, archival management four times moved from a building to a building that should affect a condition of archival documents. Considering uniqueness of the documents concentrated in Vladivostok, the Central archival management in 1932 began moving of especially valuable funds from Vladivostok in archives of Moscow and Leningrad, in Far East regional archival management, in Tomsk regional archive. To the beginning of 1939 from Vladivostok it has been sent especially valuable 305 and actual funds having scientific value (on stories of Far East edge), in a revolutionary way - political value (on stories of revolutions 1905-1907, 1917, the period of civil war of Far East edge for 1918-1922). Funds of the deputy in the Far East (1886-1906), the Priamursky governor general (1880-1917), the Amur expedition (1907-1912), the Supreme representative in the Far East (1918-1920), Primorsky regional board, Priamursky mountain management, the Vladivostok and Southwest fishing areas of management of fishery in the Far East, managements of the Vladivostok seaport, the Vladivostok trading port (1906-1916), banks, etc have been taken out.
According to the decision of Presidium of the Supreme body of the USSR from April, 16th, 1938 archival establishments of the USSR have been transferred from conducting the Central Electoral Committee of the USSR in structure of central office of the National commissariat of internal affairs of the USSR, and in September, 1938 the Central archival management of the USSR has been renamed into the Main archival management of People's Commissariat of Internal Affairs of the USSR. According to the same decision Primorsky regional archival management in May, 1939 has been reorganized in archival department of management of People's Commissariat of Internal Affairs across Primorsky Territory and all regional archives (historical archive, archive of October revolution, military-port archive) are subordinated to it.
In 1941 of People's Commissariat of Internal Affairs of the USSR typical Position about the state archives of autonomous republics, edges and areas of RSFSR has been confirmed. According to position, in each area, edge should remain on one state archive which have been carried to a category of research establishments. According to decision of council of national commissioners of the USSR from March, 29th, 1941 №723 «About the position statement about the state archival fund of USSR and a network of the state archives of the USSR», by merge of three regional archives, has been formed the State archive of Primorsky Territory, the subordinate to archival department of People's Commissariat of Internal Affairs across Primorsky Territory.
Wartime conditions (1941-1945) have introduced the corrective amendments in work of regional archive. Export of documents has been continued. Considering difficult international political conditions in the Far East, the decision on evacuation of documents to Tomsk was accepted. In the Summer - the autumn of 1941 had been carried out evacuation to 30 thousands of units of storehouses, in July, 1942 in addition it has been sent to Tomsk still an order of 40 thousands of units of storehouses. Basically, documents of the period of an establishment of the Soviet power and the first years of the Soviet building in Primorsky region, etc have been sent. So in Tomsk have appeared documents of Primorsky provincial executive committee, Vladivostok district executive committee, departments and managements district executive committee, the Vladivostok Executive Committee of the City Soviet of People's Deputies of the first years of the Soviet power, etc. By estimation as of 01.01.1943 years in Tomsk, including the documents moved to 1934-1935, has been concentrated about 105 thousands of units of storehouses, arrived from Primorsky regional archive. On August, 2nd, 1943 on the basis of the evacuated Far East archives the central state archive of RSFSR of the Far East in which there were stored funds of the establishments operating in territory of Primorsky, Khabarovsk edges, the Amur region during the pre-revolutionary and Soviet periods has been formed. In 1949-1950 from state archive of Primorsky Territory last funds which are not concerning so-called "profile" archive have been moved, including to Khabarovsk 6 funds of white emigration and all white emigrant printing literature in number of 1291 copies, in the Central state archive of RSFSR of the Far East (Tomsk) - 4 funds, in the Central state archive of Navy fleet - 9 funds, in the Central state military-historical archive - 43 funds have been sent. All funds sent in the central archives, concerned the pre-revolutionary period. To the beginning of 1950th years the regional archive has lost almost all pre-revolutionary part which has been concentrated in archive in 1920th years.
Serious changes in the organization of archival business have begun in the late fifties. It was promoted by changes in a political life of the country, the general lifting of interest to a historical science, expansion of research works. According to the decision of Ministerial council of RSFSR from November, 25th, 1961 №1424 archival establishments have been deduced from conducting the Ministry of Internal Affairs of the USSR.
Radical political and social and economic transformations in the country in 1990th years have demanded considerable reorganization of archival branch. According to the Decree of the President of RSFSR from August, 24th, 1991 № 83 «About party archives» and on the basis of the decision of Primorsky regional executive committee from August, 26th, 1991 № 240 funds and staff of party archive of Primorsky regional committee the CPSU have been transferred the State archive of Primorsky Territory.
According to the Decree of the President of RSFSR from August, 24th, 1991 № 82 «About archives of Committee of State security of the USSR» and the decision of the Primorsky regional executive committee from October, 11th, 1991 № 308 in the State archive of Primorsky Territory arhival investigatory affairs of Management of State security committee of the USSR across Primorsky Territory have been transferred.
The state archive of Primorsky Territory of archival department of Administration of Primorsky Territory from May, 28th, 1997 № 202-225-97 has been registered by the decision of justice department of Administration of Primorsky Territory as official body «State archive of Primorsky region» (the official abbreviated name - SAPR). Since November, 2007 the state archive is in conducting archival department of Primorsky Territory.
